- OTTO EDUARD LEOPOLD VON BISMARK
- Otto Eduard Leopold von Bismarck, Count of Bismarck-Schönhausen, Duke of Lauenburg, Prince of Bismarck, (1 April 1815 – 30 July 1898), was a Prussian and German statesman of the 19th century. As Minister-President of Prussia from 1862–90, he oversaw the unification of Germany. From 1867 on, he was Chancellor of the North German Confederation. When the second German Empire was formed in 1871, he served as its first Chancellor and practiced Realpolitik, which gained him the nickname "Iron Chancellor". As Chancellor, Bismarck held an important role in the German government and greatly influenced German and international politics both during and after his time of service.
- Bismarck devoted himself to keeping peace in Europe, so that the strength of the German Empire would not be threatened.
- The 1880s were a period when Germany started on its long road towards the welfare state it is today. Bismarck established the first practical aspects of social legislation.
- Bismarck’s program centered squarely on insurance programs designed to increase productivity, and focus the political attentions of German workers on supporting the Junker's government. The program included Health Insurance; Accident Insurance (Workman’s Compensation);

Based on Bismarck’s message, The Reichstag filed three bills designed to deal with the concept of Accident insurance, and one for Health Insurance. The subjects of Retirement pensions and Disability Insurance were placed on the back burner for the time being.
